Dry beans are stable for years — they are simply dehydrated seed — and nothing dangerous develops in them. What changes is the cell wall chemistry: as they age and dry further, pectin cross-links and the beans resist rehydration, so cooking time stretches from an hour to several, and beans more than a few years old can stay stubbornly gritty however long they are simmered. Soaking longer and cooking with a pinch of bicarbonate of soda helps, and a pressure cooker helps more. Red kidney beans carry a separate rule that has nothing to do with age: raw or undercooked they contain enough phytohaemagglutinin to cause violent vomiting, so they must be boiled hard for at least ten minutes.
