# The flag of Slovenia

Without the arms this is the Russian flag, which is why the emblem sits in the upper hoist where it is visible even on a furled flag. Slovenia has debated replacing the design several times since 1991 — a 2003 competition produced a winner that was never adopted — precisely because the tricolour is shared with Russia and Slovakia. The three stars come from the medieval Counts of Celje, the only Slovene dynasty of European standing. The blue and red are legally specified but drift widely in practice.
