What a .vsdx file is

VSDX is the Open XML diagram format Visio has used since 2013, replacing the binary .vsd. Visio is a separate paid product, not part of standard Office, which is why so many people receive one they cannot open. Microsoft offers a free web viewer in Microsoft 365, and LibreOffice Draw imports VSDX well enough to read and print.
