Reaction — a decision, via the brain
Even when a driver knows a brake light is coming, moving the foot from accelerator to brake takes most of a second — considerably longer than a laboratory reaction time, because the response is a whole limb movement rather than a finger. Perception is only about a third of the total; the rest is the movement itself. At 100 km/h this is roughly 24 metres travelled before the brakes are touched.
