What it means
The class number printed with the symbol is what matters. Class 1 is safe in normal use, including the laser inside a sealed disc drive. Class 2 is visible light where the blink reflex is protection enough. Class 3R and 3B cause eye injury from direct exposure, and Class 4 burns skin and starts fires. Consumer laser pointers sold as class 2 are frequently mislabelled and measure far higher, which is the practical reason not to treat a pointer as a toy.
Defined by IEC 60825-1 / ISO 7010 W004. Where a symbol differs between standards, the difference is described above rather than resolved — both versions are in circulation on real labels.
