No. Sugar is itself a preservative — at that concentration nothing can grow in it.

Granulated sugar has almost no free water, and micro-organisms need free water, so a bag of sugar is hostile to everything that would otherwise spoil it. What changes is texture: white sugar sets into a brick if it takes up moisture, and brown sugar dries into a lump as it loses the molasses moisture it was made with. Both are physical problems with physical fixes. The date on the bag exists because packaged food is expected to carry one, not because the sugar becomes anything other than sugar.

How to store it

  • Airtight, at room temperature.
  • Keep brown sugar sealed; a slice of bread or a terracotta disc in the tub keeps it soft.

How to tell it has gone

  • Hard lumps mean moisture has moved in or out. Warm brown sugar briefly and it softens again.

"Use by" and "best before" are legally different. Use-by is a safety date and should be respected; best-before is about quality, and food is usually fine well past it. Where the two diverge matters, the page above says which applies.
