The empty bag counts. A hard-shell checked case weighs 3.5 to 5 kg before anything goes in it — a seventh of a typical 23 kg allowance spent on the container. Lightweight cases exist for exactly this reason, and the difference between a 2.5 kg and a 5 kg case is several kilos of usable allowance.
Airline limits vary more than people expect and change without much notice. Common figures: 23 kg checked on most full-service carriers, 20 kg on many European ones, and cabin allowances anywhere from 7 to 12 kg. Budget carriers frequently price the cabin bag separately and enforce dimensions strictly. Always check the specific airline and fare class.
For hiking, the widely used guidance is that a loaded pack should sit under about 20% of body weight for multi-day walking, and under 10% for a day pack. Those are rules of thumb rather than research findings, and fitness, terrain and distance all move them.
