This is the combination that actually occurs in disasters, and the arithmetic is lopsided. Fat stores cover the calorie gap for weeks, but there is no water store at all, so the answer is simply the water answer. Withholding food slightly reduces water demand, because digesting and excreting protein costs water, but the effect is small next to sweat and breathing losses. Rescue statistics from earthquakes and collapses cluster in the first 72 hours for exactly this reason, and the outliers are almost always people who found some water. The practical implication is that in a survival situation shelter and water come before food by a wide margin.
