What it means
The bar under a professional-care circle plays the same role as the bar under a washtub: it constrains the process, not the solvent. It tells the cleaner to cut the agitation and keep the finishing temperature down, which is what protects beading, pleating, delicate linings and loosely constructed tailoring.
